@Streams I think I resolved my issue. Looking in my apache2 error-logs I found this error multiple times:

PHP Fatal error: Uncaught Exception: Please install the BC Math or GMP extension

So I did, and that seems to have resolved the issues with empty delivery reports and no one responding to any of my brilliant and witty posts.
